The City of Durham, NC, Department of Water Management, is seeking an Assistant Director of Plant Operations & Maintenance. As part of the Executive Team, this role provides strategic leadership in terms of long-range planning and direction of the water/wastewater operations and maintenance for a staff of 107 supporting 2 water treatment plants, 2 wastewater treatment plants, 2 dams, 6 elevated/ground storage tanks, and 3 water booster stations. Together we work toward integration and efficiencies between the plants and maintenance including the preventative maintenance initiatives that are critical to our success as we continue to grow and expand with newer and more sophisticated systems.

Water Management is proud to support the growth of the "Bull City"; centrally located in the Piedmont or heart of North Carolina. With approximately 260,000 residents and an extended water and sewer service area population of over 275,000, Durham also serves large institutional users located within the Research Triangle Park, Duke University and North Carolina Central University and major health care systems. We are responsible for a $46 million operating budget, $455 million capital improvements program, and 350 employees operating in 9 divisions.

The successful candidate has industry knowledge and the ability to articulate a clear vision. Responsible for preparation of the annual operating and capital improvements budgets, and will participate in expansion, upgrades, and improved methods and techniques of existing facilities. This role interacts with City Council and the public regarding budget issues and facility/system performance; may serve as media spokesperson.

  • Assists in planning, organizing and directing the operations and maintenance of the City's Water and Sewer Utility (municipal water and wastewater operations) to achieve the goals and objectives of the City and Departmental Strategic Plans.
  • Assists with oversight of the department's  and water and sewer fund's fiscal operations by developing and submitting the department's annual operating budget and Capital Improvements Program; overseeing  and monitoring the water and sewer utility billing systems; monitoring customer account practices, customer service issues and reviewing billing techniques; monitoring the department's procurement processes (including PCARD program); and reviewing and approving expenditures.
  • Works with staff and consultants on the design, expansion, and construction of new facilities or rehabilitation of existing facilities to ensure long term compliance of water, wastewater, collection and distribution systems; participates in long-term planning of the water and sewer utility systems; participates in development and implementation of asset management and computerized maintenance programs; evaluates inspection reports and safety training practices.
  • Assists with directing departmental personnel by facilitating payroll, timekeeping, leave, and attendance; monitoring the recruitment and hiring of staff; evaluating safety training for new and existing staff; responding to requests for information; serving on committees and boards; and collaborating with the community and other departments to create education programs for public outreach.
  • Ensures compliance with rules and regulations by preparing or monitoring and reviewing reports to state agencies; ensuring lab certification and reporting; reviewing reports, brochures, and other correspondence; and ensuring that the biosolids application program and landfill gas program operate effectively and meet regulatory requirements.
  • Work requires managing and monitoring work performance of a department (which may include several divisions) including evaluating program/work objectives and effectiveness, establishing broad organizational goals and realigning work and staffing assignments for the department.
  • Bachelor's degree in engineering: mechanical, industrial, electrical, construction, environmental or civil. Other majors such as water resources planning/management or public administration are applicable. 
  • Minimum 7 years' experience leading plant operations and/or maintenance in a water/wastewater environment is highly preferred. Related industries such as engineering services, lumber, energy, pharma, or manufacturing may be applicable
  • Valid NC Class C Driver's License.
  • One or more of the following:
    • Professional Engineer's license,
    • Grade IV Wastewater Collections certification,
    • Grade IV Wastewater Treatment Plant Operator's certification,
    • Grade A Distribution certification, and/or Grade A Surface Water Operator's certificate  Depending on the position,
    • Cross Connection Control certification, and/or Maintenance Technologist IV  preferred
This position is classified as Group 1 (Critical to emergency operations, will report to work in spite of or because of an emergency or disaster event)
  • Ability to assess maintenance and recovery systems in the aftermath of adverse weather or disaster events
  • Excellent interpersonal skills to lead others and be a change-agent
  • Excellent verbal and written communication skills
